Tras dos días de marcha, ya son dos los heridos como resultado del enfrentamiento entre los pobladores y las fuerzas del orden. Los manifestantes piden también un manejo horizontal de los recursos establecidos por el Convenio Marco.

Desde el pasado lunes 21 de mayo, la provincia de Espinar (Cusco) acata una huelga indefinida ante las operaciones de la empresa minera Xstrata Tintaya. Los representantes del Frente Único de Defensa de los Intereses de Espinar (FUDIE), conjuntamente con la población decidieron acatar esta medida de fuerza luego de que el viernes 18 de mayo los representantes de la empresa minera, las autoridades de la Municipalidad Provincial de Espinar, los representantes de distintas organizaciones sociales y de las comunidades campesinas, no pudieran llegar a un acuerdo para estructurar la agenda que permita viabilizar la reformulación del Convenio Marco, diseñado para contribuir al desarrollo sostenible de la provincia a través de la ejecución de una serie de programas y proyectos sociales. Asimismo, existe preocupación de la población sobre una posible contaminación medioambiental y filtraciones en los sectores de Quetara, Choquepito y Pacpaco.
Con motivo del inicio de esta paralización, la población de Espinar realizó, el día lunes 21 de mayo, movilizaciones por las calles de la ciudad; para finalmente dirigirse a la comunidad campesina de Tintaya Marquiri, donde opera la empresa minera. En el camino, se encontraron con un contingente policial de alrededor de 500 efectivos, motivo por el cual los manifestantes decidieron pasar la noche concentrados. Ayer martes 22, no obstante, el enfrentamiento con las fueras del orden fue efectivo, dando como resultado dos manifestantes heridos, los jóvenes campesinos Jhon Salazar Pinto (24) y Alberto Huallpa Salcedo (23). La consigna de la población de Espinar en esta paralización fue “si no hay reformulación del Convenio Marco, no hay Antapaccay”, refiriendo al nuevo proyecto de la empresa que espera prolongar la vida de la mina Tintaya por más de 20 años a través de la explotación del yacimiento de Antapaccay, ubicado a 10 km de Tintaya.
Además de la reformulación del Convenio Marco, propuesta que ha sido presentada a la empresa minera Xstrata Tintaya, y que es producto de diversas reuniones entre las organizaciones de Espinar, la población también demanda el esclarecimiento de contaminación en la zona. El pasado 8 de mayo, en una presentación de las actividades de la empresa en el Perú en el Hotel Marriott, el Ing. José Marún declaró que tales objeciones de la población carecen de “sustento científico o técnico”.
Preocupa a la CNDDHH que este conflicto, con posiciones encontradas entre la población y la empresa, se intensifique y se sigan incrementando los actos de violencia, como lamentablemente ha ocurrido ya en otros casos. De acuerdo a reportes locales, serían 1500 los efectivos policiales presentes en la zona. Para evitar que esta situación se agudice, pedimos al Ejecutivo que, a través de sus ministros, tomen acciones concretas para solucionar y/o aclarar la preocupación medioambiental de la población de la provincia de Espinar.
