En lo que va del 2012 la Defensoría del Pueblo ha recibido 18 casos similares. Recomienda adoptar medidas frente a denuncias por torturas y maltratos en intervenciones policiales.
Familiares de víctimas de abuso policial exigen justicia.
En una comunicación dirigida al Ministro del Interior, el Defensor del Pueblo en funciones Eduardo Vega Luna, señaló la preocupación de su institución frente a las denuncias aparecidas en los medios de comunicación que involucran a efectivos de la Policía Nacional del Perú (PNP), en actos de tortura y maltratos que afectan la vida e integridad de las personas.
“Sin perjuicio de la investigaciones correspondientes para la determinación de las responsabilidades a que hubiere lugar, casos como los señalados afectan la confianza ciudadana en la institución policial y generan un impacto negativo en la sociedad, sobre todo si tenemos en cuenta que la Policía Nacional tiene como una de sus finalidades fundamentales prestar protección y ayuda a las personas”, expresó Vega Luna.
Por su parte, la Adjunta para los Derechos Humanos y las Personas con Discapacidad, Gisella Vignolo, precisó que durante el año 2011, su institución conoció 62 casos de presunta tortura y tratos crueles, inhumanos o degradantes atribuidos a efectivos de la Policía Nacional; y en lo que va del año se han recibido 18 casos similares.
En esa medida, señaló que se ha recomendado al Director General de la PNP fortalecer los mecanismos de prevención de tales conductas, a través de las acciones de control y visitas periódicas por parte de las Oficinas de Inspectoría de la Policía Nacional. Igualmente, se debe complementar con la capacitación permanente al personal policial sobre el respecto a los derechos fundamentales de los ciudadanos durante las intervenciones policiales.
Vignolo acotó que su institución también ha recomendado que se disponga a los Jefes de las Unidades Policiales para que instruyan a su personal sobre el cumplimiento del Manual de Derechos Humanos aplicados a la función policial y que adopten las acciones necesarias para el uso proporcional de la fuerza en las actuaciones policiales.
“No se pueden tolerar agresiones de algunos malos elementos de la Policía Nacional que lejos de cumplir cabalmente con sus funciones, deslegitiman el accionar de su institución en la lucha contra la delincuencia y la inseguridad ciudadana. Estos actos merecen una sanción ejemplar”, finalizó la funcionaria.
