El Ministerio de la Mujer y Poblaciones Vulnerables y la Municipalidad de San Juan de Lurigancho deben firmar el convenio para la implementación del nuevo CEM
A pesar de las cifras de violencia contra la mujer y la demanda de las organizaciones de mujeres, la falta de voluntad política de las autoridades pone en riesgo el nuevo servicio
En el distrito de San Juan de Lurigancho funciona un solo Centro de Emergencia Mujer de 8 a.m. a 4:00 p.m. En el 2011, este servicio registró 1,038 casos y realizó 12,377 atenciones especializadas a personas afectadas por violencia familiar y sexual, en su mayoría mujeres. El abogado, la sicóloga y la trabajadora social del Centro de Emergencia Mujer (CEM), tuvieron que prestar un promedio de 47 atenciones diarias, 5 atenciones por hora, por lo menos una por profesional. La cobertura y calidad del servicio está al tope.
Las comisarías de San Juan de Lurigancho suman un promedio anual de 5 mil denuncias de violencia familiar. A diferencia del único CEM, las comisarías no prestan el servicio de asesoría legal y sicológica. Por lo tanto, existe una demanda insatisfecha de por lo menos 60 mil atenciones especializadas. Sin contar las denuncias que se presentan directamente a las fiscalías.
Frente a esta realidad, la Coordinadora Multisectorial por los Derechos de la Mujer, Infancia y Familia de San Juan de Lurigancho, logró que una de las metas 2012 del Programa Nacional contra la Violencia Familiar y Sexual (PNCVFS) del Ministerio de la Mujer y Poblaciones Vulnerables (MIMP), sea la creación de un nuevo CEM para el distrito. Sin embargo, han pasado más de 6 meses sin que se concrete este compromiso.
Según el PNCVFS, la Municipalidad de San Juan de Lurigancho no ha respondido aún la solicitud de firma del convenio requerido para la creación del nuevo CEM, mediante el cual, se comprometería abrindar un espacio físico y pagar los servicios de luz y agua del servicio; mientras que el MIMP es el encargado de contratación y el pago del personal calificado.
Para solucionar este problema, DEMUS y La Coordinadora Multisectorial por los Derechos de la Mujer, Infancia y Familia de San Juan de Lurigancho, exigen y proponen:
- Que, el Ministerio de la Mujer y Poblaciones Vulnerables, asuma un mayor compromiso para la negociación política con el gobierno local hasta lograr la firma del convenio para la implementación del nuevo CEM, programado desde noviembre del 2011.
- Que, el Gobierno Local, en cumplimiento del artículo 73 de la Ley Orgánica de Municipalidades (1) , cumpla con su función de prestar servicios, en este caso un nuevo CEM que contribuirá a una mayor cobertura para la atención especializada de los casos de violencia contra la mujeres en el distrito.
